The main difference between A&A and Reconstruction is the extent and severity of the changes to the house. A&A is largely capped under 50% to changes involving GFA, Facade and Structure while Reconstruction takes on a bigger scope involving more than 50% to these 3 areas.
In addition to the percentage of changes - Reconstruction requires the construction of a new Household shelter so provision and space needs to be allocated for it.
Between the two types of submittals, naturally A&A (Additions and Alterations) is cheaper because its reduced scope.

A&A, which stands for 'Additions & Alterations' to a building, involves substantial modifications to an existing structure, typically not exceeding 50% of the following components:
• Gross Floor Area
• External Walls (Facade)
• Structure
• Roof replacement without adding another storey
